Training: Rolento has Special Forces training. Stryker has Police and SWAT training.
Rolento; 80. Stryker; 70.
Experience: This is pretty close. Rolento has seen action since the Vietnam War. Stryker has had less time in the SWAT but he has fought and beaten more powerfull enemies. I think Rolento's better because he has been fighting for a longer time.

Explosives: Stryker's grenades can be thrown, but Rolento's seem to be more powerfull, two grenades launching a person high in the air. I'm calling even.

Ranged: Stryker's gun outmatches Rolento's knifes in range, firing range and damage.
Rolento; 60. Stryker; 80.
Leadership: Stryker is a SWAT Team leader, so he is propably a good leader. But Rolento leads an entire army. It's hard to beat that.
Rolento; 95. Stryker; 70.
Experience (troops)
Stryker's team have defused atleast one notable terrorist attack. Rolento's army has been in atleast one large conflict and won.

Battle Staff: A little longer than an adult's arm. Made of some unknown material. Possibly steel, but light weight.
Grenade: M67 Fragmentation grenade.
Blades: Throwing knifes.
Firearm: M16A1 Assault rifle.
Stryker and his team:
Sidearm: Glock 18 pistol.
Grenade: M67 Fragmentation grenade.
Firearm: HK416 Assault rifle.
Note: The battle will be a 5-on-5 firefight until it's Rolento vs Stryker on Hand-to-hand.
